Meet our Team
Michael T. Reilly, Senior Vice President
As Senior Vice President of the Carl M. Freeman Companies and General Manager of the Commercial
Real Estate business segment, Mike is responsible for the development, redevelopment,
leasing and property management of the Company’s neighborhood shopping centers -
which total 2.7 million square feet of retail space and span the Mid-Atlantic region
- and the management of several properties owned by others. Under Mike’s leadership,
the retail portfolio has grown by 500% and the commercial real estate team has completed
nearly $300 million in acquisition, disposition, redevelopment and new development
efforts.
Prior to starting with the Company in 1996, Mike was a loan officer for Commercial
Credit Corporation and for the American Industrial Loan Association.
Mike earned an associates’ of arts degree in business management from Holy Cross
Junior College in Notre Dame, Indiana; a bachelor’s of science degree in consumer
economics from the University of Maryland, College Park; and master’s of science
in real estate development and finance from Johns Hopkins University in Baltimore,
MD. Additionally, he has completed the Property Management I and II courses and
the Finance for Non-Finance Professionals course delivered by the International
Council of Shopping Centers, and completed Arthur Anderson’s Argus Training.
Mike is currently serving a two-year appointment on the Commercial Retail Council
for the Urban Land Institute. Additionally, he served as the 2005 co-chair for the
concurrent sessions of the Washington Area Regional Conference for the International
Council of Shopping Centers (ICSC); was a member of the planning committee for the
2004 Washington Area Regional Conference for ICSC; and was a panelist at the 2003
conference for a discussion titled “Redevelopment of Retail Shopping Centers: Does
It Pay?”
Active in the Anne Arundel community, Mike served for two years on the board of
the F.A.C.E.S. program for Anne Arundel County, and he coaches football for the
Anne Arundel County Boys and Girls Club.

Richard P. Lipsky, Director of Operations & Finance
Richard P. Lipsky is presently the Director of Operations & Finance for Carl M. Freeman Commercial
Real Estate. Rich negotiates and obtains purchase, construction and permanent financing
for the both the shopping center portfolio and development. He analyzes returns
and valuations for potential new development and redevelopment projects, prepares
forecasts and is a member of the due diligence team for potential new centers. Rich
is also responsible for the fair presentation of financial information as well as
budgeting and forecasting.
Rich began with Carl M. Freeman Associates as the Corporate Controller and later
moved to the role of Controller and Financial Analyst for the Retail Division. He
has most recently worked in the role of Director of Operations overseeing the daily
operations of the existing portfolio including property management and leasing.
Rich began his career with Watkins, Meegan, Drury & Co., L.L.C., in Bethesda, Maryland.
As a Senior Manager, he supervised audits, prepared tax planning and compliance
and prepared and reviewed projections for the Real Estate Development, Home Builders
and Rental Real Estate industries. During investigative accounting engagements,
he researched such allegations as general partner fraud, misallocation of distributions,
inventory theft and embezzlement. Rich also prepared and reviewed business valuations
in the Rental Real Estate and Broadcasting Industries.
Rich is a Certified Public Accountant and holds a Bachelors of Business Administration
from the College of William and Mary in Virginia. His professional affiliations
include the American Institute of Certified Public Accountants, the International
Council of Shopping Centers, and the National Association of Real Estate Investment
Trusts.
Rich enjoys many sports and spending time with his wife Lisa and son Jack.

Chris Garland, Director of Development and Construction
Chris Garland joined the Carl M Freeman Development team in October of 2008 to direct and
manage the development efforts of the Carl M. Freeman Companies. With his 25 years of
managing a wide spectrum of development projects, he brings the knowledgeable perspective
required to succeed in the mixed-use arena.
After graduating from the Civil Engineering program at The University of Virginia in 1984,
Chris joined the development and construction arm of the Charles E. Smith Companies. From
early in his career, Chris was placed in valued management roles stemming from Job-site
Superintendant, to Development Manager, and culminating as a Vice President of Development.
As Vice President, Chris led Smith’s effort to redevelop Crystal City to create a pedestrian
friendly main street commensurate with the successful class-A mixed use environments of today.
After leaving the Charles E. Smith Companies, Chris joined Lincoln Property Company to direct
its multi-family development efforts within the Mid-Atlantic region. Through his efforts,
Lincoln Property Company successfully entitled a major mixed use facility in the Dulles
Corridor which will result in nearly 2 million square feet of development when it is completed.
Additionally, he led the solicitation and preliminary design efforts on the redevelopment of
the Portsmouth Virginia Waterfront, one of the most recognized development opportunities
in the Hampton Roads region of Virginia.
Chris enjoys spending time with his family including his wife and two daughters and is an
active coach in the Mclean Little League softball program.

Valle Bonhag, Property Manager
Valle’s responsibilities include the property management of six shopping centers in the Freeman
Companies portfolio. She oversees Olney Village Center, Olney Town Center, Cabin John Mall, Cabin
John Shopping Center, Rock Creek Village Center and The Village at College Park totaling 673,148
square feet.
Valle joined the Freeman companies in May of 2007 as an Administrative Associate for the property
management group. She brings more than 17 years of professional experience to the Freeman
Companies and earned a bachelor’s of arts degree in Business from the St. Mary’s College (St.
Mary, MD). Valle also holds a Real Estate Appraisal Trainee License for the State of Maryland.
She was promoted to a Property Manager in January of 2007.

Louie Andrakakos, Senior Property Manager
Louie Andrakakos is the Senior Property Manager for the Carl M. Freeman Companies
Commercial Real Estate neighborhood shopping centers. He joined Carl M. Freeman
Commercial Real Estate in September 1998 and is currently responsible for grocery
anchored shopping centers totaling more than 750,000 square feet.
As a Senior Property Manager for Carl M. Freeman Commercial Real Estate, Louie is
responsible for the physical operations of the Centers, investment recovery and
tenant relations. In addition, he is responsible for maintaining standards and policies
affecting the properties. He places an emphasis on maintaining strong working relationships
with tenants, vendors, and in-house maintenance personnel.
Louie attended the University of Maryland where he received a Bachelor of Science
degree in Business Administration in 1992. During basketball season Louie travels
across the country officiating Division I college basketball.

John K. Wilmoth, Senior Construction Manager
John Wilmoth is the Senior Construction Manager for Carl M. Freeman Retail, where he is responsible
for the management and oversight of all Tenant and Capital Improvement projects
for the Commercial portfolio. He joined the Carl M. Freeman Companies in 1983.
Formerly, Mr. Wilmoth had been with Harkins Builders, where he served as carpentry
punch out labor. Upon joining the CMF Companies, he has served as Residential Building
Engineer, Commercial Properties Engineer, Property Manager, Facilities Manager,
Construction Manager, and Owner’s Representative for residential and commercial
construction projects.
Through various college level courses, ULI real estate seminars, ICSC school of
Professional Development, and other forms of business education, Mr. Wilmoth has
studied construction, business, and management related to Commercial Real Estate.
Mr. Wilmoth has actively participated in company sponsored charity events such as
Jay’s Run and Christmas in April.
His personal interests include a variety of outdoor activities with his wife and
their children.
